• State of Kuwait took a significant leap in its march to become a regional and international financial center by promulgation of Law No 7 of 2001 on Establishment of Capital Markets Authority and Regulation of Securities Business. Lawyer treheeb Mathal Al-Mutairi witnessed the promulgation of such law and its amendments and executive regulation and gave the stated law a successful push in enforcement thereof in some fields by taking the lead in giving legal opinions that eliminated some hindrances, which would result in legal dilemmas as the enforceable commercial companies law did not comply with some articles thereof.

Moreover, Lawyer treheeb Mathal Al-Mutairi witnessed the agreement of authorities disengagement between Public Authority for Industry and Capital Markets Authority concerning the scope of application of the enforceable commercial companies law and the law of Establishment of Capital Markets Authority and Regulation of Securities Business.

Lawyer treheeb Mathal Al-Mutairi supervised the transfer of supervision of investment funds and securities from Ministry of Commerce and Industry to Capital Markets Authority, by giving legal opinions on the hindrances facing application of Decree Law No 31 of 1990 on Regulation of Securities Trade and Establishment of Investment Funds and Executive Regulation thereof, enforceable at such time concerning the investment funds, securities and trade and management of general assemblies for units holders.
